Why is the city's main web site always down? It is down more often than any other site I visit. When it comes back up nothing has changed...

Maybe I just hit it at the "good" times, but it's only been down a few times for me. The thing that gets me is the "page cannot be found" message that briefly pops up before the main content in the middle of the page.
